The Ministry Of Education Creates Committees To Implement Education Reforms..

The Ministry of Education has formed four committees to oversee the implementation of the Presidential Working Party on Education Reforms' proposals (PWPER). The four groups are the Steering, Legal, Sessional, and Departmental Technical Committees, according to Education Cabinet Secretary Ezekiel Machogu. Machogu stated to the National Assembly Departmental Committee on Education that the Ministry has also put extensive mechanisms in place and established committees to ensure effective and efficient execution of the PWPER report.

 

"Among these is the steering committee, which I will chair, with members drawn from the Executive Office of the President, the Prime Cabinet Secretary's Office, the Council of Governors, the Attorney General's Office, and the Principal Secretaries for State Departments of Higher Education and Research. Both basic education and technical and vocational education and training are provided," the CS stated.

 

The steering group also includes the Chief Executive Officers of Semi-Autonomous Government Agencies, the National Treasury, members of the PWPER, and the Directors General of Basic, University, and Technical Education. The Cabinet Secretary stated in a speech read on his behalf by the State Department for Basic Education Principal Secretary Dr.Belio Kipsang that the Committee will provide overall oversight of the implementation, policy guidelines and directions in the implementation of the recommendations, as well as resource mobilization to support implementation of the recommendations.

 

He also stated that the Committee will approve all policies and legislations before submitting them to the Cabinet, as well as review progress reports. Technical committees are formed to provide feedback on the implementation process. According to the PWPER report, the Legal Committee will handle all legal and policy papers affecting education in the country. "It will be made up of legal officials from the Deputy President's Office, the Prime Cabinet Secretary's Office, the Attorney General's Office, the Ministry of Education, the Teachers Service Commission, and semi-autonomous government agencies," he added.

 

The Sessional Committee, comprised of all chief economists and technical officers, will deliver the sessional paper, while the Departmental Technical Committee, comprised of technical officers from respective state departments, will be chaired by the respective principal secretary, according to the Cabinet Secretary. "There is a pressing need to strengthen ties amongst educational institutions, clearly defining the roles that each person plays and should play. We must reduce waste and increase the efficiency and efficacy of our educational institutions," stated the Cabinet Secretary.
